I have a manual Ford Explorer Sport and the other day I clipped the garage door track and it bent the edge of the front bumper out. Does anybody know roughly how much it should cost to replace? It's a gray plastic bumper

Get an estimate at a body shop. It should not cost you anything.
Is this the valance at the bottom of the bumper? The bumper on the Explorer is steel, but the plastic cover and plastic valance at the bottom could be what you mean. You will have to call a dealership local to you for a quote. Or visit them so they can see the exact part for an accurate price. A body shop really isn't necessary, as it's an easy install. Beware, though; the "gray" color you get may not match the current one...Ford has some odd situations with dark gray and light gray and medium gray and whatever other gray... The 99 model year does not have VIN based parts look up, so it's not a perfect guess in the parts catalog.
