Can a fuel press problem cause this to happen. Can not go over 30mph. Some one said that it could be this. Are there other things that would this. Thank you.

Yes, I've seen the fuel pressure regulators cause excessive fuel pressure, which makes the engine run really rich, and they can also restrict the fuel, which causes low fuel pressure. There are several possibilities though, why do you suspect the regulator?
