I step on the clutch and brake and still feel grinding and then it stops

I feel a bit of grinding before coming to a complete stop ,when pressing on the clutch half way and the brake I dont feel .

What makes this problem better or worse?

When driving approaching a stop signal I step on the clutch and then the brake I feel a bit grinding
