Th The vehicle does not start not receiving. Fuel does not seem like fuel. Pump is running check voltage at pump same when vehicle is on or off. No difference does this mean that the relay is bad and must be replaced? If so, would it not keep the motor running constantly if stuck in the on position versus not running at all.
What makes this problem better or worse?

If you're getting the same voltage at the fuel pump whether the car is on or off, that suggests a potential issue with the fuel pump relay or the wiring. Normally, the voltage should drop when the car is off. A stuck relay could indeed cause the pump to run continuously, but if the vehicle isn’t starting, it could also mean the relay isn’t providing power when it should. Check the relay for any signs of sticking or malfunction, and consider testing or replacing it. Also, inspect the wiring and connections for shorts or grounds that could be causing the constant voltage. A multimeter and a wiring diagram can help you trace where the problem might be. Hi - another thought - this vehicle is equipped with an inertia fuel cut off switch - typically found in the right front passenger kick panel area. If the switch is tripped, the fuel pump will not work. Check there also. When you say the voltage at the pump is the same - it's hard for me to know what that means without the reading provided and how the test was performed. Check there and follow Bo's advice too.
