Intermittently on starting, the engine seems to not getting enough fuel to run What is your question?
I just had the oil changed and new fuel filter but the problem is still happening

you may have a weak fuel pump have you done a fuel pressure test?
I would not only have them run a fuel pressure test but also a leak down test to make sure the system is holding pressure.
