passennger side wiper not swiping. stud rotates wiper does not. is there a way to tighten it down or how do I get the arm off to replace

you should be able just to tighten the nut on the pivot if it is of that design. If not the arm may be stripped out- it will have a lock tab on the underside at the pivot- slide it to the side and lift it off and check the splines for damage. Good luck!!
