i have a 97 expedition and with the key in the run position it starts and starter engages unless its in gear, wipers, turn signals and trans wont work right either, please help

The starter should not engage in run position but should in the start position. Should be in park or neutral when cranking and not in gear. Your probs with wipers, turn signals and trans need more detail and when it happens.
Sounds like an odd ignition switch issue in the steering column. The wipers and turn signals could be affected, as the multifunction switch is not far away.
