1997 ford expedition Fuse #8 which controls GEM, Radio, RAP module keeps blowing out when keyed to on position. I notice a clicking in dash around speedometer area when reversing. When pressing window down on driver side. Window stutters when going down but not going back up.

Hello, anytime you have a fuse blowing, you'll have to dig in with a wiring diagram and digital voltmeter ohmmeter (DVOM) to start circuit testing and find out where your short is.
Alternatively, if you know each component in the circuit, you can start disconnecting the connectors at the related component until the fuse stops blowing. Even then, though, you'll have to figure out where the problem lies.
