is it ok to drive with the selector in lock for the ford-excursion automatic hub locks

Manually selecting "lock" defeats the purpose of having the vacuum operated automatic hub locks work for you. Keeping the hubs locked causes unnecessary wear on the front hubs and related components, and can cause excess strain when conditions needing 4WD operation are not present. So yes, you can drive that way, but no, it's not a good idea.
