Brown should bee "live" at the headlight switch with the switch in the off position via a 100Amp main fuse link and gets grounded to operate the head light relay when the head light switch is operated to the "head lights" on position. There is a headlight and parking light system relay in the circuit as well, one in the fuse box one in the relay box, testing at those relays for power and continuity may be necessary.
