I was on the highway when my car just shut off all power and it`s a standard and it was smoking in front by the radiator and it won`t start now. I just got it out of the shop for a tune up just about 7 hours before this happened and someone told me that it was running with no water in it! Oh, and it was making a light ticking noise before it stopped running and I did not check my fluids before I left from the shop I thought that would come with the tune up I paid for.

Hello, what was included in the "tune up"? I would absolutely be in touch with the management / ownership of that repair shop, because it sure seems suspicious that you had this problem directly after a "tune up". The term "tune up" really is pretty generic. Back in the 1960's and earlier, it meant plugs, points, wires, timing and idle speed adjustments. Your 1999 Escort has electronically controlled ignition, so all you would replace for an "engine tune up" is spark plugs and ignition cables. It sure sounds to me that more was done. Get clarification and work towards a solution with management.
