Your original "whining/siren noise" concern on acceleration leads me to think of a bearing of a pulley making noise, such as with the alternator. The purge valve - your information does not show any cause for needing to replace this part, so I cannot really give advice for this. It is hard to say why you are having a problem starting the vehicle. It would seem to me that a fuel, spark, or air issue could be present.
