Twice now, after having accelerated with the pedal to the floor, once resuming normal driving speed a whining sound like an air raid siren occurs in a continuous cycle, the sound coming from beneath the passenger rear right seat, where the fuel tank is accessed. The engine runs rough, and I must maintain a high enough rpm to keep the engine from stalling. After the vehicle sits with the engine off for a short time, the vehicle runs as if nothing is wrong, although the check engine light remains on. I am thinking the sensor that measures tank pressure is bad. Also today after filling up on gasoline and preparing to leave the pump area, the engine would not start. I had to keep my left foot on the brake and pump the accelerator to start the engine, rev a few times to keep from stalling. Drove home after a few minutes with no incident, but check engine light is on. Does this not seem like the fuel tank pressure sensor, or could it be another fuel sensor?

If your check engine light is illuminated, diagnostic trouble codes will be set that can help give clues as to where to focus attention for diagnostic purposes. I wouldn't guess at anything at all until testing is performed, including retrieving trouble codes. The good news is that your concern is active and should be measurable as a result.
