liftgate actuator will not work.

Hello, I just spent good coin and bought a new lock actuator. I just replaced it. Way to easy. Now. Its not working. Checked both connections, all good. Latch works. Hearing no sound. But, the upper glass release button WORKS. So, for some reason, power is not getting delivered. Both units are on the same power load. When I removed the inside panel, I noticed that it was factory fresh. No water , No rust. HELP, I won't sleep until. Thank you.
