How do I get the windshield wiper arms off the car? I got the nuts off but wiper arms won't budge.

I'm removing them to get to cowl drain beneath the covers unclogged. I have water in the carpet on passenger side but it doesn't smell like antifreeze. I'm thinking the cowl drain is stopped up.
