Need to replace the catalytic converter in a 2007 Ford escape xlt. What's the best way to do that while spending the least amount of money. An exact fit model starts at about $300 while a universal type start at under $100? What about a junkyard is that a safe option?

A salvaged catalytic converter is "safe" as long as it is not damaged or cut in a way which makes it unusable. In some states, you must use a new component from Ford. I don't know what Pennsylvania's rule is. I would avoid a "universal" type.
