The Engine loses power going uphill, it doesn't seem shift gears right

We had the spark plugs changed recently, white smoke leaking from the engine, it goes into high RPM when shifting gears; from 3000 rpm to 4000 or 5000 rpm before shifting. Hooking it up to an automotive code reader gave us back the diagnostic reading -Code Reading: P0402 EGR A excessive flow detected.
