Center ignition coil stuck on back bank. Suggestions on how to get it out?

What is your question?

Plastic head broke off and left with about a one inch nub above the cylinder. Vicegrips make it turn but it wont back out at all.

Sounds like it is stripped; I would strongly advise to have the vehicle brought to an experienced technician who can not only work from hands on experience to remove the broken part is best as possible, but work to possibly re-thread any stripped screw hole.
