Tight - using a standard 3/8 ratchet & socket! .. In this particular application 'exact torque' is not critical .. One that can not tell when a threaded fastener is tightened securely, shouldn't be working with wrenches!
Pushrod, while I agree fully with you, for simplicity sake, 22 lb-ft is the exact. You need to use a GOOD torque wrench. Cheap ones will not click when they should due to oil settling/non-use, and you will strip those bolts out immediately if you over-torque by 10-15 lb-ft. After torquing enough bolts, you will be able to feel when the bolt is lose, snug, tight, overtight, stretching, etc... I still torque most things, but only because I want to hear that overly-expensive 3/8 inch digital torque wrench beeping. Seriously.
