Well my neighbor just did my front tire rods inside and the outside ones. But when I went to back up out of driveway he said my wheels looked like they were about to fold outward or come off. What is the problem.

Have car TOWED to alignment shop to reset steering the way it supposed to be! .. It's UNSAFE to drive like that plus it will 'quickly' wear out the front tires!.. Can't simply just install new tie-rods, they have to be adjusted properly.. Google > toe end.
