While sitting on flat ground 96 crown Vic will start but on incline won’t start. Got to jump with a screwdriver

Hello, this is a "no crank" situation? You turn the key and it will not crank, but you use a screwdriver and jump it? I would be looking at electrical connections and ensure all cables and connections are secure and free of corrosion. Other than that, hands on testing from a local professional is required.
Start engine with shifter in NEUTRAL ! On an incline - the PARK position is being partially compromised due to pressure on the park pawl inside transmission. PARK / NEUTRAL switch is affected - shift to NEUTRAL ... Start engine. Have qualified personnel repair shifter circuit malfunction. There is no other explanation here !
