Heater on, no hot, only cold. Bypassed the blend door. Flushed the coolant and changed the thermostat. Blew air through heater core both ways. Why don't I get heat?

Changed thermastat, flushed coolant, refilled system, blew air through heater core both ways and bypassed the blend door and still only Luke warm air. Need some help with this issue please.

What makes this problem better or worse?

If I let it get to temperature I get Luke warm air
