When driving the instrument cluster will start to go up and down and variables in the RPMs in the speedometer and voltage the engine starts to Buck and it runs really rough it has done this since I purchased it since I had a brand new engine brand new transmission brand new brain and everything else pretty much replaced and it still does it can anybody help me
What makes this problem better or worse?

Hello, my initial thought goes to a possible issue with the PSOM -- the programmable speedometer odometer module -- only because I've run into something just like this years ago working for a Ford truck dealership. We were focused on timing and the SPOUT -- for ignition spark -- and after a few weeks of messing about with a truck, we finally found that the PSOM was causing problems with engine performance. This isn't something you can guess at, and also isn't something that is readily repairable. Just a thought of something I've experienced. What needs to be done is proper testing of fuel, spark, air, ignition timing and emissions components. A break-out-box may be needed to check components and wiring. You mention all these "new" components -- but what happened that made you have to replace them?
