Engine doesn't turn over from key .Battery is hot. All ignition light comes on what should I look for .Is it engine control module

Is the starter motor clicking at all? Need to check for power to the starter motor first. May have to pull and test starter. Other possibility is a failing neutral position safety switch. I would shy away from jumping straight to the ECM for the problem. Is there a check engine light on?
