Transmission shifts to 2nd gear at 4-5 MPH and to 3rd gear at 8 MPH at light throttle. Won't down shift from 2nd to 1st at full throttle at WOT when above 15 MPH. Result is potentially dangerous due to lack of acceleration when needed in traffic unless a manual downshift is done.
What makes this problem better or worse?
Nothing. Always does this

Hello, yes, that's dangerous; it's likely due to a concern with the throttle position sensor or the the throttle valve cable. It's hard to say without a hands on analysis of what is going on; are there replacement components that don't below to the vehicle, as an example.
