The blower control (rheostat), for the heater and A/C only works on low or high

What is your question?

Blower control knob was replaced at dealer still only works on low or high. Don't know what else to check Dealer said that's how it's suppose to work but I also have a 2000 van and that one has 5 different blower speeds.
