Transmission problem

Ok the automatic transmission is in a 2001 Dodge 2500 Cummins it doesn't start out in first unless you manually put the shifter into first and then there is no overdrive at all it stays in 3rd gear no slippage or anything and goes 60 mph at 3 k on the tach when you let of the throttle and put your foot back on kit just keeps on doing the same not trying to shift at all the transmission is a 48 instead of a 47 that was just replaced it was used from a junk yard and when it was changed the problem was there the filter was also changed when installed
