I have 2 Dodge 2500 Diesel trucks (1998 and 1999) with the same issues. The speedo is intermittently working as well as failure of the fuel gauge. Is this common? Is it the wiring on the back of the cluster? Thanks!

Both concerns are quite common and are not related. The intermittent Speedometer operation is usually from the Rear Wheel Speed Sensor located on top of the rear differential and the Fuel Gauge is usually the Fuel Sending Unit in the Fuel tank. Keep in mind, wiring connectors and other wiring issues may need to be addressed if past damage and or repairs have been made, collision or otherwise.
vehicle speed sensor has been changed and the fuel sending unit tests out good. the cluster it self checks out good too. most likely its going to be the the wiring behind the cluster but we haven't had a chance to pull it yet...have been focusing on other work on the truck. thanks though.
