Radiator Coolant and Oil levels are good. Dash Panel switches seem to be working (can hear the main on/off switch working). Fuses and Relays have been checked. Could it be that the Blower Motor Resistor is going bad? Shouldn't the Blower motor come on simply by turning the key to the ON (not starting or running) position? When the Blower Motor does work, it works great. Can't seem to put a finger on this problem. Hopefully someone has the answer! Patiently sweating it out while waiting..

check the blower motor electrical connector for corrosion,loose wires in connector,maybe not be plugged all the way in?you could check the resistor.unplug it,look to see if connector is maybe melted/burnt.usually when the resistor goes,it will only work on high speed or 1 or 2 speeds only.check blower motor fuse and relay,make sure they are plugged all the way in,and making a good connection.
10-4,glad you found it.lots of blower motors and resistors going out this time of year.people freak,cause that COLD A/C ain't blowing in our face,a/c has spoiled us.but like a 70 year old guy told me that is retired,from the gas company.and works more now than before retired on home a/c,heat units,CHEAP and knows everything about them.HE SAID,WE DIDN'T HAVE A/C WHEN I WAS GROWING UP,BUT IF I HAD A CHOICE NOW,I WOULD RATHER HAVE THE A/C.THEN HE SAID IN THE WINTER,I CAN ALWAYS COVER UP WITH SOMETHING TO STAY WARM!!good luck.
Stevieray1 - Gotta love the old days my friend and the many stories that go with them. At 62 and Living in Arizona (110+ during the summer months), however, I will take the AC every time. During the Winter (if you can call it that) all you need is a sweater or light jacket to stay warm. Now it's off to find a BCM for my 2002 Saturn L200 and get that replaced (only wish I could do that myself as well)... Keep on truckin my friend!!
Thanks! Will check the Blower Motor connections (if I can get in there (LOL). I'm aware of the Resistor though. I did replace it 2 years ago when all it worked on was High. Seems to help then but just wasn't sure if the resistor could be bad enough to where it didn't work at all (or at least only sometimes). Strange but... will look into your suggestions. Will get back to let you know (hopefully) Thanks again!

Hey Stevieray1.. getting down to business with this blower motor problem, it was the blower motor. Blower motor gets stuck in a lat spot and will not turn. Once it's gets going again it will be fine and work great. Will either replace it or, in the interim, will have to grease the shaft of the motor. The blower motor on a 1999 Dodge Ram VAN 1500 is located (when facing the front of the vehicle) below the AC/Heater Core box on the left side) along with the Blower Motor Resistor mounted into the side of that box. A little tricky to get to so it can be removed but will figure that out another time. You do not have to remove the glove box nor the Dash (which is what I feared) in order to get to it.
