I have a red circlr light in the middle of dashboard and it blinksevery few minutes and makes like a seat not fasten noise what does that mean

Its maybe every other time I start it up get to driving and its not the lightening bolt red icon its circle red it flashes and makes a sound like someone needs to buckle up seat belt chime that's the sound and it last a while I'm thinking something happening then it goes away

It only does when engine cold after that stops
