what would make the silver tube around the spark plugs come out - also oil in with spark plugs

The spark plugs are located down in a "well" in the cylinder head. If you remove the valve cover gasket and flip it over you will see 4 spark plug tube seals that are responsible for keeping oil out of the spark plug tubes or wells.Luckily it is easy to replace about .6 of an hour.
i replaced the gaskit but the well keep fillin up w/ oil how do i push the cylinder "well" back down to stop oil from comin in from the bottom of the cylinder?
