Jumpstarted my car and don't think I gave it enough time to charge the battery fully, it has working dash and interior lights but not enough power to start the car

It does sound like the battery is not strong enough on its own - but no, you cannot charge the battery with another vehicle. Your vehicle can gradually recharge if the charging system is working properly. But if you want to fully charge your battery, it's best to attach it to an actual charger that has varying charging functions - slow trickle for faster charge. Another vehicle cannot charge your battery.
