alarm will not turn off

From your description, it sounds like you have an aftermarket alarm system installed, as with a factory unit, you cannot disable it by removing a fuse. Take your vehicle to a dealership or Car Alarm Specialty shop and have them inspect and identify the manufacture of the alarm. you can then take the steps to correct your concern.
