What is your question?
I recently had a blow out on the highway and the tread from the tire broke out all of the plastic, stripped and tore up the wiring harness over the drivers side wheel well. Can this be easily replaced? What is this part called? Will a harness from a 2000 voyager work are the plugs the same?

FYI - A harness from a 2000 Voyager will not work at all. The 2000 platform is NS and the 2001 platform is RS. There are almost 20 different part numbers for the wiring harnesses for your vehicle depending on your vehicle build sheet (options) and ordering by your VIN number a must. The wiring harness damaged is call the Unified Body harness which runs the entire length of the vehicle. Splice repairs are not recommended unless properly performed due to low voltage computer circuits which are extremely sensitive. It is about a 10-12 hour job to replace the harness, however as mentioned by Hemi Cuda, your insurance should cover the repair. I would recommend a trained dealership technician to perform the wiring harness replacement, not body shop personal as this is not an area of their expertise.
This is more of a body shop shop repair as its common to damage the wiring harness in a collision, This repair might be covered under your insurance policy under comprehensive damage.
