Do you add water before or after I'm started

WAIT until it is cooled off , verify no/very little preesure in the system , then remove cap for radiator and also reservoir and add (coolant NOT water) as needed.

Add coolant with engine off, then run to normal operating temperature, let it cool, and re-check the level.
