A rushing hi wind noise comes on and the air temp at the vents drops. Also, passenger side cooling air is non existent. System has been charged three times. At very high speed, 60 mph and higher some cooled air is discharged in the cabin.
What makes this problem better or worse?
The hotter it gets outside the less efficiently cooling occurs

It's impossible to tell without testing hands- on, but it does sound like a climate control issue causing air flow concerns inside the vehicle and perhaps temperature blending issues. When you hear the rushing noise and air flow concerns, it sounds like some kind of mode door concern in then dash.
