My Liftgate will not open,using the handle or key,what can be causing this ?

The mechanism inside the latch could be frozen. (Rusted or otherwise in need of lubrication) You could get to it by taking the trim off of the inside and looking at it from there. You will most likely find your problem. If it is truely broken then you will need to replace the whole latching mechanism.
