Hi - Dave here, contributing to RepairPal and providing expert advice since 2010. The trouble code you are asking about pertains to the transmission control module. Sounds like a wiring or component concern related to the transmission control. Blowing fuses means you need to trace back the circuit to determine if there is a short circuit somewhere. Has there ever been any damage to the vehicle or an accident? Certainly, the vehicle is 19 years old, many things may have happened in his life. Too hard to determine from here.
