Sounds like a wiring or component concern related to the transmission control. Blowing fuses means you need to trace back the circuit to determine if there is a short circuit somewhere. Has there ever been any damage to the vehicle or an accident? Certainly, the vehicle is 19 years old, many things may have happened in his life. Too hard to determine from here.
