heater will not get hot only warm ,have replaced coolant, thermastate, and flushed system

It's under the dash. The instrument panel and the dashboard has to be removed to get access to the heater control box, than to the heater core. You can try to disconnect the heater hoses under the hood and use a garden hose to flush it out. Try to drain the water away from the engine. If it doesn't help than replace the heater core.
