I’ve put 3 brand new pumps, a remanufactured rack and pinion, and new high and low pressure hoses on in the last year. I jack it up, spin lock to lock 1billion times, let it sit, use atf4, and did everything correctly… it still whines. I need to sell this truck for a lawn care truck and I don’t know what else I can do… Am I missing something? Do I NEED an oil cooler? Is their a test I can do? An additive?
What makes this problem better or worse?
With the front tires lifted off the ground it makes the whine less aggressive
How long has your 2001 Dodge Dakota had this problem?

Hello, it sounds like you may possibly have air in the power steering fluid still that will need to be purged out. Or, the power steering pump - even as replaced -- could be making noise. Depends on the quality of the parts used; I am guessing this is not an original Mopar part. No, you don't need a cooler or an additive, and I don't think you're missing anything in specific -- but the quality of parts used may be in question.
