Checked all the grounds, cleaned and serviced ground to truck - still no direct-current to fuel pump. Replaced coolant temperature cut-off sensor. No direct current. No pump noise or leaks.

Hello, it's hard to know what to suggest because we are not there to control the testing that's been done nor verify it's been done correctly. Are you checking for fuel pressure with the key in the on position? You've checked all fuses? You've checked the wiring referencing a dodge wiring diagram? You can verify that power should be getting to the pump but is not? There's something missing here in the diagnostic steps. There's no advice anybody can give you here because your concern is extremely unusual and requires hands-on testing.
