After warming up sometimes idles at 600rpms and is ok, then sometimes drops down to 500rpms. only seems to do this in drive, 1st and 2nd. In reverse and neutral idles ok. Also when I'm coming to a stop at about 7-8 mph the engine rpms rev about 200. does this everytime i come to a stop no matter how fast or slow i'm going. Have replaced tps, iac, pcv and taken throttle body off and cleaned.

I'm thinking of a transmission problem involving the torque converter clutch being applied when it shouldn't be. Seems unlikely but it's possible. Take it to a Dodge/Chrysler specialist or maybe run it by a transmission shop, they may have seen it before and you could cut to the chase. If you want to find a specialist, here's a directory link for you: https://repairpal.com/dodge-repair-in-owensboro-kentucky
I had a similar problem. Codes indicated oxy2 sensors .replaced both and problem solved
sounds like some transmission problem. Dakotas like my 98 have transmission, differential speed sensor issues, transmission pan/fluid and oil pan gunk, weak transmission pump, I also learned tonight that rerouting the spark plug wires and ignition coil wires can help the engine run right. there is a know short or surge that happens to dakotas in the wires somewhere. Also the ignition coil is mounted on side of engine and gets wet over and over then the windings get loose fray and short.. inspect your ignition coil, distributor plate.. also oil has been said to get into distributor
