My Dakota 1997 truck 3.9l will not start most of time. When turn key all dash board lights go out like theres a loose connection but not.I do here a loud clicking noise in Power Distribution Center could this be a starter relay out or what.Have new battery and cable ends

Assuming your new battery is fully charged -- my concern now lies with the "cable ends". If there is too much resistance in your battery cables, you will not be able to crank the vehicle. Corrosion that may have been "resolved" by replacing the cable ends may actually be like a cancer inside the cable insulation, preventing proper power capacity to be achieved. Start by checking all this first. If all here is OK, the next step would to to check for starter draw. Usually when you hear that clicking noise, it's connection or battery power related however.
