The first thing, and probably only thing to check is the low beam headlamp relay. The high and lowbeams work on two different relays, since they are separate circuits.
See if the relay clicks when you turn the headlights on, see if it clicks when you turn them off.
If it does not do one or both, jump the relay to ensure the low beams turn on.
If the low beams turn on when you jump the relay, you have a bad relay.
