How do I tell if my rocker arms are bad

I replaced the cam and lifters after reassembly I noticed a lot of ticking so I pulled the valve covers and doubt that there is almost like chipping from the valve where the rocker hits the valve spring and valve. Also the intake rod on cylinder #1 I can physically push it in as if the lifter is super soft and springy.
