It could be that both concerns are equally urgent for safety, and it might be pointless to do one without doing the other -- even though financially it's not the right time perhaps. You could check with repair facilities near you for alternative financing of repairs - some have options.
At the very least, consult a local shop near you who can assess the urgency and give you better first hand advice than we can give from here.
For example, your steering gear could be binding and a safety concern, or leaking so bad that power steering assist would fail quickly. Or, it could be that it's merely some fluid starting to build up in the bellows boots of the inner tie rods...affording you a little more cautious time.
Control arms could have completely worn out ball joints that could fail while driving. Or, it could be that a dust boot is torn causing the control arms to be recommended proactively.
As you can see, the severity level can vary so much.
