When car is at normal temperature water doesn't come out from the upper water hose. I noticed that when I was trying to bleed the cooling system of air
What makes this problem better or worse?
It seems to cool down n water flows if I open bleeder , water not coming out off the upper hose once at normal temperature i have no idea what makes it better or worse but once I turn it off water start running out of upper hose

Seems like you should have coolant flow -- but may not be a "clogged radiator" -- could be other cooling system integrity issues; I would probably access the system and flush to see if there is flow first.
