What could be causing the engine to not fire

the motor turns and almost starts tho it simply won't almost as if the battery doesn't have the juice tho it does BUT its accompanied with a high picked whinging of the belts? As if the belt or belts are struggling to turn??? Its a 06 dodge charger and was running fine befor this issue started.
