When pressing the gas while driving it starts to rev up and then takes a minute to drop into gear. Then when stopping it takes a minute to drop down into gear.

Ato transmission i assume? Check the transmission fluid for level, color and smell. It should be maricino cherry red and smell semi sweet. if its dark in color and smells burnt you have some issues and need to take it to a transmission shop.

I put fluid in it yesterday. It takes a certain type of tranny fluid that I had to get at the dealers which is Mopar CVT+4 but its not cherry red. When checking it in the car it doesnt have a burnt smell. I was told it could be the water pump, is that true?
The water pump has nothing to do with your transmission, CVT oil means you have a constant velocity transmission, some are belt driven. I am buy no means a CVT tranny guru. As far at the loud whinin noise goes,did the transmission issue and the whining start at the same time? If not have you checked your power steering fluid?
