all lights dim up and down at any rpm new alt and volt regular checked ac current at battery and it shows .07 to .45 randley

Can you post the part number and brand name of this new voltage regulator that was installed? .. That will help to give a more accurate answer... Also, is the check engine light on? .. Need DC voltage reading at the battery terminals! .. Alternator has a rectifier that converts current from AC voltage to DC voltage that charges/maintains the DC battery.
